Iced and decorated cookies cannot be stacked. The whole design has to sit in one layer, face up, and stay that way through handling, which is a different packaging problem to a tube of chocolate chip.

A shallow tray with a slide-on sleeve solves it. The tray is 25mm deep with a fitted card insert holding four, six or nine cookies in their own recesses, and the sleeve holds the lot down without pressing on the icing.

The sleeve is also where the print goes, which is useful commercially. You can run one tray size and swap sleeve designs for seasons or flavours without paying for new tooling each time.
